They are probably using powder scavenged from unexploded ordinance. I have seen other vids of kids cutting into bombs with hacksaws and emptying large shells and then reloading rifle cases.
I guess if they mixed it with something fairly inert like sawdust it not a huge deal.
I was surprised that they were just pouring it on though. Always thought you were supposed to take more care with the powder charge.
Well it is volumetric measured. Probably fairly consistent from case to case. The biggest problem would be if next time they use a different powder and dont use a sting on the trigger to test them.
