SAAMI specs are they really a "Standard"

Actually… SAAMI is not strictly speaking for guns. AFAIK it’s for ammo. A manufacturer will send engineering data to SAAMI for a new cartridge and from now of this is the cartridge standard for that chambering.

Other ammunition manufacturers will then use that data to make alternatives. They will keep within tolerance.

That way, it’s that chambering. For example, 7.62x39 (+/- tolerance) and not 7.63x40 (outside tolerance).

Firearms manufacturers will then use that data to design chamber. Now, there’s nothing stopping anyone from not adherence to these. However, if you’re marketing a rifle as 223REM and it only chambers “your 223REM” ammo, then it’s most likely not a 223 and then there’s legal repercussions for liability, missing limbs and false advertising.
